US Army Corps of Engineers


The US Army Corps of Engineers is involved in planning, designing, building, and operating water resources and other civil work projects. We suggest that you check out the US Army Corps of Engineers - Ft. Worth District (Lake Proctor) for a site more specific to Lake Proctor, Texas. The site provides helpful information such as lake levels and recreational opportunities at Proctor Lake.

National Rural Water Association


The National Rural Water Association is America's Largest Utility Membership Association. NRWA serves over 20,000 Water and Wastewater Utilities including Upper Leon River MWD.

Texas Rural Water Association


The Upper Leon River Municipal Water District is a member of the Texas Rural Water Association.  TRWA is a statewide non-profit organization. Upper Leon utilizes TRWA to help improve customer service and learn tips on providing safe drinking water for our customers.

The Upper Leon River MWD is also a member of the Texas Water Utilities Association.  TWUA is a major contributor of training and technical assistance.

American Water Works Association


The American Water Works Association is an international nonprofit organization that is dedicated to the improvement of drinking water quality and supply.  Opflow, the AWWA monthly periodical, provides useful information for the lab and general manager of Upper Leon.

Water Wiser is a program of the American Water Works Association operated in coordination with the U.S. Bureau of Reclamation.

Texas Commission on Environmental Quality


TCEQ (Texas Commission on Environmental Quality) is the lead environmental agency for the state.  Upper Leon River MWD corresponds with TCEQ's regional office located in Abilene, TX.  TCEQ was formally known as TNRCC (Texas Natural Resource Conservation Commission).
